As a long-time partner with Ukraine, Westinghouse reinforced its commitment to the nation’s future reconstruction by attending the 2025 Ukraine Recovery Conference (URC) in July. Held in Rome, the fourth annual URC included events and discussions dedicated to the swift recovery and long-term reconstruction of Ukraine from the Russian invasion.

Westinghouse demonstrated its support for Ukraine’s nuclear energy industry on a variety of fronts including building new nuclear generation, nuclear fuel support and U.S.-Ukraine cooperation.
At the conference, Westinghouse met with key stakeholders to discuss financing the planned AP1000® projects in Ukraine. Westinghouse representatives Dan Lipman, Katie Strangis and Aziz Dag met with Sergii Marchenko, Ukrainian Minister of Finance, Dan Negrea of the Export-Import Bank (EXIM) of the United States, and German Galushchencko, the Ukrainian Minister of Energy. The meeting resulted in progress toward EXIM approval of a loan to begin AP1000 work in Ukraine.
Also during the conference, Lipman participated in a signing ceremony with Acting CEO of JSC “NNEGC “Energoatom Petro Kotin to announce an agreement to facilitate the creation of a fuel assembly line within Ukraine, a major step forward toward Ukraine’s energy security and self-reliance.
In addition, Lipman and Strangis attended a moderated dinner discussion hosted by the U.S.-Ukraine Business Council (USUBC) and the Atlantic Council Global Energy Center which included remarks from German Galushchenko. The topics discussed included the financial, political and technical needs for project deployment in Ukraine’s energy and minerals sector and its capacity for global
The conference also gave Westinghouse an opportunity to reinforce our longstanding relationship with Energoatom, Ukraine’s public nuclear energy company. For two decades, we have had a partnership with Energoatom on nuclear fuel supply. The first Westinghouse VVER-1000 Lead Test Assemblies were loaded in South Ukraine 3 back in 2005, and in July 2022, we signed an expanded agreement to supply all nuclear fuel for the nation’s operating fleet.
